A little while back, GPO distributed a whole bunch of the BGN gazetteers
on microfiche via the depository program.  While mf isn't as desirable as
paper it usually is a lot cheaper.  You might explore the possibility of
obtaining mf copies at a lot cheaper than $280.00.
