I hope someone can help me with this question.

I am trying to learn how the grid numbers are determined for topo
maps of Hawaii and Alaska.

It seems that maybe I use the "minutes number" on the grid that is
just lower than the minutes number on the map.  For example, a
map with 34'30" latitude and 20' longitude would have a grid number
of E3.

Can someone please tell me if this is correct?
