It's pre-1908 (we have a railway map from that year, and the lines are more developed).
From the shape of the inset with its graceful curve, which is similar to a 1960 Japan Ministry of Foreign Affairs map,  I suspect a Japanese publisher, even though the map is in English.
At a guess c.1900, and Japanese publisher.
