First of all, I strongly recommend
that if you catalog cartographic materials,
your library get a copy of the following, which
explains differs/varies, not drawn to scale, and a whole lot more:

Let's take the easier part of this
first - differs and vary/varies.

I'm guessing you don't have a copy
of Cartographic Materials, so let's
do this using AACR2R.
If you will go to AACR2R 3.3B4,
you will find the answer to part of
this:
"In describing a cartographic item in which
the main maps, etc., are of more than
one scale, give 'Scales differ.'

"Varies" is referred to 3.3B3. One uses "Scale
varies" when scale within one cartographic
item - e.g., 1 map - varies.
Don't use "Scales vary".


Second, re "not drawn to scale."
AACR2R, 3.3B5 states"
"If an item is not drawn to scale,
give 'Not drawn to scale.' "
So yes, it's ok to use this phrase.
