Proposal 2009-04 comes from the National Library of the Czech Republic
and want to add two codes for map projections in 008/22-23 for Krovak
projection and Cassini-Soldner projection. Both of these are heavily
used in the Czech Republic.

There will be several proposals stemming from RDA but they aren't up yet
so I'm not sure what's covered.
