Howard,

See the Library of Congress, Geography & Map Division's "Guidelines
for Distinguishing Cartographic Electronic Resources from other
Electronic Resources" at http://www.loc.gov/marc/cfmap.html.
Basically, if its a map scanned into electronic format you catalog it
as a map in the maps format.
