As others have said, the various tablets are really nice for taking
screenshots and displaying maps, either screenshot or live. And now you
can even organize your screenshots/photos on iPad into folders.

I don't know if your colleague needs/wants GPS positioning in the field
but he should be aware that wifi-only iPads do not have that functionality.
And, granted it's been a while since I last tried, trying to mate a GPS
receiver to an idevice via Bluetooth will make you cry and yield bad
results. I do not know what this situation is like for non-iPad tablets.

There are a lot of neat iPad apps especially suitable for
bicycling--allowing
one to record tracks, draw altitude profiles, speed profiles, etc. At the
same time, unfortunately, app developers are frequently shifty about
letting
users know how well their apps cache map tiles and whether or not users
will
be able to recall/store/access them.

A huge benefit to going the laptop route is that you can download as
many OpenStreetMap tiles, for whatever extent and at all the zoom levels,
that you want. These will then work for regular offline viewing as images
as well as with certain mapping apps while you are off the grid without
internet/wireless access. This does involve a little more work, say, for
stitching map tiles together or navigating the OSM organization structure.

In summary, if he gets a 3G iPad and is within reasonable signal reach, he
should be really happy pulling in google maps and using any number of really
neat apps. But the further out in the sticks he goes, nothing will beat a
laptop + gps dongle + stored map tiles + software, in my opinion.

I might also suggest, if going the laptop route, getting one of those
where the screen flips around and turns it into a tablet.
