A few years back a local conversion vendor moved their operations to Florida
to take advantage of an inmate rehabilitation program that the State set up.
The company was finding it harder and harder to compete with companies that
send the conversion work overseas (India for example).  I hesitate to name
the company, I don't know if they ever used the inmates on any projects.

For several years, selected inmates at the Huntsville, Texas state prison
have
been trained in digitizing.  I believe that the projects they worked on were
for
state agencies.
