"FSA" may also be the Farm Service Agency, which is in the U.S. Dept. of Agriculture.  Their web site is at
    http://www.fsa.usda.gov/pas/default.asp

Some information about aerial photos is at

FSA is a co-sponsor of this program.  FSA was formerly known as the Agricultural Stabilization and Conservation Service (ASCS).
