Just to add to this conversation, here is text from their FAQ:

"The Publications Warehouse would like to be a complete collection of
old and new publications by the USGS. All publications, regardless of
age, should have a citation (and hopefully soon, an electronic scan)
within the Publications Warehouse. For out of date items, we try to
direct people to the new publications by adding a "supersede" notice and
link to the older publication pointing to the new publication. If the
old publication doesn't have a new publication it can directly link to,
we can't add a supersede notice. Also, we don't want to delete anything
from the Publications Warehouse as we're trying to provide these old
publications to people who are doing research and may need the old
version of a report. These people may also be working on verifying
citations from another report or some other work that requires the
original publications. We are always open to hear when a publication has
been superseded, so please feel free to contact us via the form at the
Publication!

We're moving our USGS Water Supply Papers to the basement
because of low use. We're looking at the USGS "vault"

The term "vault" implies permanence. It seems likely that even
a very new webmaster would hesitate before deleting its contents
to improve the speed of the server. I'm thinking/hoping that we can
treat this as stable? What do others think?

There are no current plans to de-accession any of the water supply
papers. The water archivist and I agree both regard "preservation
digitizing" as a process to create electronic copies for frequently
used materials that will help us minimize handling of our paper
documents (and thus preserve the paper documents). However,
it's not our library and people always want space. At some point anything
that's been relegated to the basement because of low use is going to
be questioned. I thought I'd be pro-active and gather information on
the perceived stability of copies in the vault before the question comes
up.
