Many thanks to Angela Lee and Rich Green for answering my question. Here is
my question:
I am looking for a database that shows the relationship between USGS 24k
Quads and their counties. For example, USGS 24k Princeton Quad is located
in Mercer County, New Jersey.

Angela Lee's answer: A index map showing the outlines of the 1:24k quads is
included with
ArcUSA.  (also includes indices for 1:100k and 1:250k quads).

Rich Green's answer: Try this site: http://www.gisdatadepot.com/Or, there
is a free searchable catalog on CD for USGS products available
from:http://www.usgsquads.com

I used the ArcUSA CD--index map showing the outlines of the 1:24K quads and
county outlines data--then I made the spatial join function called UNION
and created a database which shows the relationship between USGS 24kQuad
and their counties.
