          The SIO Library has a program called TIDES* mounted on a
          public computer workstation.  I just looked and it provides
          tide data according to certain stations around the world.
          For your geographic coordinate, you'd have to find the
          nearest reporting station and calculate any differences
          (hours and minutes plus or minus from that station).  The
          author indicates that some foreign tables may not be totally
          accurate and the U.S. stations are based on National Ocean
          Service documents.  Available from:

          It would be helpful to hear from someone at the U.S. Naval
          Observatory (the Nautical Almanac) where I understand
          certain data bases are available.  I would also recommend
          the British Admiralty Tide Tables; yes I know it's paper and
          not glitzy, but it's always worked for me.

There are a number of shareware packages that will do this. The online
location with the largest selection that I am aware of is the Sailing
Forum on Compuserve, but I am sure some of these are available at
shareware FTP sites on the net.
 
Incidentally, the prediction isn't exactly latitude-longitude based. Tides
depend critically on ocean basins and coastlines so you have to select
a city or other coastal point from a list of standard stations. But once
that's done, it's easy to get reasonably accurate tide predictions for
any date and time in the future.

The date on the documentation was 1993 so it is reasonably current. I hope
it does the job.
