A users perspective:  TIGER is a good example of the value of
commercial products.  We gladly pay for commercial products
because some are much better than TIGER, both in their spatial
representations and their address attributes (which facilitate
geocoding).  These advantages are worth the extra cost to us.

We, like everyone else, are free to reject the commercial products
and obtain the free TIGER files.
