I have to agree with Hallie:  that tool is called "a student."

In all seriousness:  I'm not a fan of multiple multiple folders in a
drawer because I have found that the maps move around too much inside of
them and get crunched.  So I tend to vote for fewer folders AND fewer
maps.  I know this is rarely possible, but I also firmly believe that
this is why such a large proportion of the collections I've worked with
are damaged.

Slow and steady wins the race.  For a 100,000 sheet collection--it's
going to take 3 or more years to add storage, shift, and repair.  And
it's probably not going to solve the whole problem.

Resist large gifts of discards from other collections.  Try a moratorium.

Don't fill drawers more than half way.  They're not supposed to be anyway.

Don't have floor space or budget for more cases?  Bring your
adminisitrators down and show them the problem.  Call your ergonomics or
workplace safety folks and show them the problem.  Hang damaged items on
the wall (and back xrays and chiropractors bills).

Getting maps into and out of drawers SHOULD be a one-person job.  That's
a good goal to work towards.
