At the time JOGs were "loaned" to DMA Depository Libraries in the
early 1980's, a restriction on reproduction was placed on them
because the maps were produced under third nation treaties.  That is,
the United States was able to produce the maps as long as the
country that was mapped had final say as to the release of these
maps.  At that time no JOGs could be reproduced in any way without
permission of the country that was mapped through DMA.  As far as I
know, this restriction has never been removed.
