You can find shapefiles from the Census Bureau's website at:

        http://www.census.gov/geo/www/cob/bdy_files.html

from the 103rd Congress (1993/94) to the 110th Congress (2007/2008).

I don't think there is anything else available for 1993/1994.

Would be nice if someone would create the more historical ones.

A patron here is looking for shapefiles of U.S. congressional district
boundaries back to the mid-19th century. Does anyone know whether such a
thing exists?
