Please pardon my English. I read your message to Maps-L with interest
and have looked at the IFLA paper you referenced.
Since becoming a map librarian I have also been troubled by the lack of
access to map series. The approach I have been taking is to re-create
the paper indexes as shapefiles and then producing pdfs with a uniform
look and feel. The results of some of this work are visible at my
previous library:

As I start here at UC Santa Barbara, I am contemplating how much effort
to continue to put into this process. It was always my intention to
share the data with anyone who asked--most of the complete indexes are
for US Army Map Service publications from World War II and the Cold War
era. If your system is going to be free and open to the public, I would
be happy to share this data with you.
Please do keep me informed of your continuing efforts.
