The following (geneological) site has maps of Georgian counties at
different periods and a list of counties showing date of formation, and
from which counties they were formed.

In respect of the query about counties with the same name adjacent across
state lines, has anyone noticed Thomas county, Ga is next to (and north of)
Jefferson county, Fl? Are there any other pairings like that? I presume in
this case Thomas was named after a Mr Thomas, rather than Mr Jefferson, but
still...  is there a George county (maybe named for the king) somewhere
adjacent to a Washington county for example?
