Here's a table of receipts at the University of Chicago Map Collection. It includes only topos and nautical and aeronautical charts. The high figures for a couple of years in the early 1990s may reflect local claiming activity. (I had trouble getting this table into plain text. The three columns are for U.S. topos, Canadian topos, and U.S. charts.)

I don't have calendar year receipt statistics readily available for my institution but GPO's catalog does support searching by format. In its common command language, try this string:
( WRD = ( map ) NOT WUR = ( http ) ) and ( WYR = ( 1993 ) and WFM = ( MP ) )
This search retrieved 2540 records and is based on all the map format records which use field 300 description "map" that lack a URL for the year 1993. Substituting 2003 for 1993 retrieves 1192 records, and 69 records. In 2003, GPO practice allowed print records to include URLs pointing to online versions, so one should add 47 records for maps that have URLs and shipping list numbers. More maps may have been distributed with these publication years than GPO received for cataloging.
I don't have good numbers for 1993 or 2013 but for FY 2003, my unit recorded 2175 maps received, some of which may have been reprints instead of new editions and therefore not cataloged by GPO.

Shipping lists are online only back to the 1990’s. Annual reports are incomplete, and DDM (Documents Data Miner) only goes back to the late 1990s. I emailed GPO and asked and received the answer pasted at the bottom of this message. It is possible to fudge some answers, especially for the later years, but I’d like to do better for earlier years that were the peak of paper map distribution.
Worldcat doesn’t separate the electronic from paper very well, and I can’t figure out how to isolate the FDLP items.
GPO Monthly catalog is a possibility, but I don’t think I can specify the map format.
Did any 100% depositories keep their own personal records of receipts?

Hello, This is a very interesting question, but one that unfortunately does not have an easy and straightforward answer. The performance metrics kept by LSCM from c. 2004 to the present show that from January - September 2013, 17,238 maps were distributed (total number, not number of titles). This figure does not include maps that are distributed via USGS Shipping Lists. Those can be reviewed online from 1998-2012: http://www.fdlp.gov/home/repository/cat_view/178-collection-management/277-distribution/300-archived-shipping-lists/306-usgs-doc-format and have a number of map titles in the shipment at the top of each list. For 2013 and 2014, the USGS lists are at this website under the "doc" category: http://www.fdlp.gov/collections/collection-tools/slists
The information in DDM2 also does not include the USGS shipping lists. As you have already noted, it is possible to download the shelflist which covers 1997 to the present. You would then have to filter and sort by year and and look by various title keywords or item numbers (these may have changed over time) for maps. You can also filter by format down to paper using the "filename" field to lessen the number of results.
You can look at annual reports for the GPO library division; these are online from 1996 - 2002: http://www.fdlp.gov/home/repository/cat_view/72-about-the-fdlp/180-reports/181-lps-annual-reports These generally give distribution figures, but usually only list all paper without breaking out maps. For example, though, the 1996 report indicates that 228,096 copies of 11,665 maps were distributed directly from the USGS. Other maps still went through regular distribution.
Prior to 1996, you could try looking at Administrative Notes and its cumulative table of contents: http://beta.fdlp.gov/about-the-fdlp/projects/23-about/projects/372-adnotes. Issues from 1996 - 2009 are online: http://www.fdlp.gov/index.php?option=com_docman&task=cat_view&gid=218 At a glance, this publication did often provide distribution statistics, but again only for paper without specifying maps.
