I know of two companies that sale Oil and gas related geospatial datasets.

MAPSearch and Platts. Last year we purchased data for Middle East Energy from MAPSearch company. Data includes infrastructure for crude oil, natural gas, refined products, and LPG/NGL. However, it took many days of negotiating a license agreement and a price to buy the data.

Platts company also have lots of energy related datasets. I saw few maps created from their datasets in the ESRI Users Conference this year.
