This isn't and ftp site, but Global Explorer CD-ROM from
Delorme Mapping will probably supply what you want.  If no one
answers locally, a few phone calls to local map collections
 should reveal someone who has purchased a copy.  It includes
contours, roads, tourist attractions and much more.
