Penn State is doing the same with our 15' maps.  We are hoping to use JPEG
2000 so we can get single sheet scans which you can pan and zoom with.  As
far as I can tell (and it isn't easy to do so) we have all the surveys of
PA.  We will most likely do the old 7.5' in the future.  We also have 95%+
for the entire country (30, 15, 7.5) and I'd like to see those done as well.

PASDA, the Pennsylvania data clearing house, has georeferenced scans by
some railroad enthusiasts for use in ArcView or similar software.

With our project we are aiming more for the non-technical or educational
users.  Quicker load times and easier navigation.
