I don’t know how wise my counsel might be, but this may be useful for you.

The best option I know of in a single map is available both in print, as
a 1:500,000 map, and is also available in CD-ROM. This is Original Land
Subdivisions of Ohio. This is available from Ohio Department of Natural
Resources, its series designation MG-2

The CD includes a pdf of the wall map, plus GIS geodatabase and
shapefiles. It is based on earlier versions of the print map, from 1980s
and from the early 1900s. It was published in 2003, and revised in 2006.

It shows not only counties, townships, and township and range surveys,
but also the original surveys of the various portions of Ohio. Some
lands of Ohio were surveyed before the Land Ordinance of 1785. Some done
according to those provisions are each on different baselines. Then some
were surveyed according to the Northwest Ordinance of 1787, based on a
common baseline and meridian. The result is an interesting combination
of patchwork and crazy quilt patterns.

Greetings wise counsel! I have a patron who needs a map of Ohio showing
both the township and range measurements as well as the county township
boundaries. My limited resource produced little that was helpful. Surely
there is an electronic map of such but I am not finding it. I have
either a map showing the township and range measurements OR one showing
the county political divisions, but not the two combined. Anyone able to
help?
