The Library of Congress has a list of its holdings of Sanborn maps at
http://www.loc.gov/rr/geogmap/sanborn/index.php.  Currently we have
scans online for over 6,000 maps, and have completely scanned the out of
Copyright sheets for the following areas:

Alaska
District of Columbia
Mexico
Cuba sugar warehouses
Whiskey warehouses of the United States

These are all available via the website listed above.

We are gradually working on getting at least one city in every state
available, usually the state capital.  With the wealth of Sanborn maps
in the Library of Congress, this will not be something that happens
quickly, but you will see additions over time.  We also put up any scans
of out of Copyright sheets that were paid for by patrons.

The UC Berkeley Earth Sciences and Map Library has a Union List of
Sanborn and Other Fire Insurance Maps that indicates both owning
institutions and maps that are available online:

Digitized Sanborn maps area also available via subscription from ProQuest.
