The maps you refer to are NYS Dept. of Transportation 7.5 minute quads,
prepared in cooperation with the Federal Highway Admin., whether or not any
other state provides similar material, I don't know - although the State of
Maryland produced large scale county maps with topographic information
incorporated.  These maps were updated with each census as I recall and were
used to establish voting precinct boundaries, etc.  They were very good
quality.
 
I too would be interested if other states have similar materials, in
particular North Carolina and Florida.
 
There are a couple of things to note about the NYSDOT mapping.  The 1000
meter ticks are based on the NY Transverse mercator grid, and the 10,000 ft
ticks on the NY State Plane Coordinate Grid.
 
Generally the features and cultural details on these maps are up-dated at
more frequent intervals, but the topo map base is from the most recent USGS.
 As a example, I'm reading from a silver - mylar for the Delevan Quadrangle
Second Edition dated 1975.  The map base is from USGS 1963,and the revisions
made from 1974 aerial photography.
 
The map is noted as:
 
Special Topographic Edition
Contours, at 20-foot intervals, shown unrevised from 1963 US Geological
Survey map.
 
There is and additional discaimer in the annotation:
 
"Revisions may not comply with National Map Accuracy Standards"
 
All in all the quality of these maps I find very good.  They are however
slightly more expensive.
