Dear Darius and Samuel,
 
The Bartholomew World Gazetteer Version 2.0 should fit the bill.
I have just completed the update so it now has just over 260,000
entries. About 180,000 are towns. Each record has map
 
 
 name, Index
Name, Country, Admin 1, Admin 2, Alternative Names, Feature Type,
Descriptor, Population, Height, Latitude and Longitude as appropriate.
Only some towns (e.g. in USA and UK) have both Admin 1 (e.g. state) and
Admin 2 (e.g. county).
