I would be very grateful if someone could let me know how
one can acquire a GIS boundary file for Norwegian kommuner
(communes/municipalities). (A set of historical kommune
boundary files would be even better.)

The excellent NUTS data we acquired a few years ago only
goes down to the fylke (province) level.
