I am trying to find FIPS 10-4 sub-country divisions in shapefile or
layer format for Europe, the UK and the Middle East.  I have been able
to find sub-country divisions on the ESRI Data & Maps CDs/DVDs for some
of the countries in these regions (Portugal, France, etc.), but
certainly not in all.  I've checked the Geography Network,
ThematicMapping.org, and have done some basic Web searching.  No luck.

Any leads would be greatly appreciated.  My guess is that I'll have to
get these data on a country by country basis, if not region by region.
