Alternativley, you can download the TIGER files yourself- they are GIS
compatiable and while they probably don't have all of the street names
it would be a good start.  Download from:
http://www2.census.gov/geo/tiger/tiger2002/CA/.  Call if you want to me
to walk you through the process.

Also, have you checked with the CA-DOT?

I work in Mendocino County and have had the same problem. None of the
goverment-produced layers include the road names. However, if you
have a budget (approx $150 for CA), you can buy a value-added roads
layer from Avenza (avenza.com) which is very complete and has the
names. It is built from TIGER census files that were updated in 2000.
