I've used a long ruler, which is minimally effective. I think the best
thing (for the person and the maps) is what Paige suggests. Store the
maps in manageable clumps in folders and remove all the folders on top
before filing. A pain, but ultimately easier than straining to slide a
map in while holding up a ton with the other hand, crumpling the map in
the process!

I've never heard of a tool or device created/invented for this purpose,
but it would be great if it happened!

As someone with lower back (disc) problems the only way I will dig out a
folder at or near the bottom of a given drawer is to first remove those
folders above it one at a time. Naturally, 9 out of 10 times what one is
looking for also is in a bottom or near-bottom drawer, so kneeling down
and proper lifting technique is critical. I always cringe when I see
someone bending over from the waist to lift these heavy folders out of
drawers!
