Hello,

The only higher resolution digital elevation data of France that is free
is provided by as part of near-global Shuttle Radar Topography Mission
SRTM3 dataset, at 3 arcsecond resolution.

Download raw DEM tiles from here:

ftp://e0srp01u.ecs.nasa.gov/srtm/version2/SRTM3/

The raw DEM tiles contain a few holes mainly in very mountainouis regions
which so some may be present in the Alps and Pyrenees
