Moderator Note:  USGS Professional Papers are part of the Government Depository
Program and should be available in most academic libraries.  If you are not
part of the university you should still be able to see the paper, as part of
the GPO depository agreement is that the public can see the government
documents.  If you have access to ILL (interlibrary loan) you sould be able
to get it in three weeks on loan at your library.----------Johnnie

Prof. Paper 1395 is the best source for most common projections and
provides the math to perform the forward and inverse projection operations.
 
If you want C code for these projections, you might want to check
PROJ.4 system on charon.er.usgs.gov (128.128.40.24) in directory
pub/PROJ.4 .  This includes PostScript documentation and covers
over 100 projections (more than PP 1395).  See README for details.
 
IMHO, 3 weeks is pretty good service and often better than what
I have recieved from private publishers.
