I would say that cataloguing on sheet-level wouldn't be that difficult when
the 15 (and growing) AMICUS libraries would divide the workload amongst
themselves, i.e. they divide up the country and have each participant describe
part of the series on sheet-level.

The first overall coverage of a certain mapseries takes the biggest effort, but
once it is done consequent editions of certain sheets are easily copied and
inserted. Though sheetborders may vary slightly in time mosttimes new editions
are 1:1 copied except for temporal characteristics and maybe changes in title
or publisher (in Holland official publishers are notorious for changing their
names because of political or administrative reorganisations).

Of course we are a small country so our effort is less. But all our 1:10,000,
1:25,000 (b/w and color) and 1:50,000 (b/w and color) are described on sheet
level. The 1:10,000 series contains something more than 600 sheets and from
1975 onwards some 1,900 copies have been described. And when a sheet was already
described a new edition usually doesn't take more than some minutes to describe
it (the fastest I think is some 30 seconds because we had an offline cataloguing
module in which series could be easily described).
