This may be old stuff  to long timers on maps-l. But...here goes, has anyone
produced software for 5-digit zip code areas?
 
Our information is that local zip code area are under the control of local
postmasters, mistresses (!) and that, for example, if a new suburb goes in to
a particular region, the two or three postmasters involved will negotiate the
boundary to realign coverage. This could therefore happen on an annual basis,
or literally anytime, anywhere, and may explain the overall difficulty of
5digit zip code mapping on any consistent basis anywhere! Can't remember the
source of this info, but suspect it was a reader...
