1. It's very small scale (one state fits on a page), but you
might try "Map Guide to the U.S. Federal Censusses, 1790-1920" by
Thorndale and Dollarhide (Baltimore: Genealogical Publishing Co,
1987).  Shows boundaries for each decennial census, overlaying
modern boundaries.

2. A nifty and inexpensive computer program is AniMap. See
http://www.goldbug.com/
It shows all county boundary changes over time, not just a
snapshot each 10 years. Once again, very small scale, but nicely
overlays historic and contemporary boundaries.

3. Also, if you want shapefiles, there's HUSCO (Historic US
County) boundary files:  http://www.ga.lsu.edu/ga/husco.html
These, too, are small scale, but the format makes them flexible
if someone wants to do thematic mapping.

None of these is as detailed as the series of atlases the
Newberry is producing (the publisher has varied, hasn't it?),
but hopefully will help.
