I concur with Overworked Librarian, at least for the state abbr. up
front.  Inserting the two-letter abbr. where needed would take little
time, so if some unthinking submitter didn't format it properly it
wouldn't burden your workload too much (hopefully).  'Open' vs.
'announcement' makes not much difference to me on my system.
