With the proper software, you can use a regular 11x14 (or whatever) scanner
and scan the map in sections, then mosaic the pieces together.  It is not
hard to do, but takes a little time.  However, the cost of the smaller
scanner and the software is CONSIDERABLY less than $15,000.
