Rachel,

If there is evidence on the map that the Survey of Israel reprinted it, I
would probably treat the Survey of Israel as a different publisher and thus
use 1948. In other words, a different publisher is evidence that the item
has changed -- bibliographically at least. Below are the references I would
consider.

Printing Dates
When an item is reprinted within a short period of time after its original
issue and is retained for cataloging, the reprint date is reflected in the
publication, distribution, etc. area: if there is evidence that an item is
changed, the reprint date is used as a source of information from which a
publication date is inferred; if there has been no change from the original,
the reprint date (Cf.  LCRI 1.4G4) is added to the publication,
distribution, etc. area.
EXAMPLE
        ... 1974 (1986 printing)

Or, at least apply AACR2R:

3.4G2.
        Optional addition. Give the place, name of printer, etc., and/or
date of printing, etc., if they are found on the item or its container or
case or accompanying printed material and differ from the place, name of
publisher, etc., and date of publication, etc., and are considered important
by the cataloguing agency.

Dear friends,

we started cataloguing of our map collection and have met some
problems we would like to hear your opinion about.

In the example below - for those who do not see Hebrew fonts - the
map was printed in 1948 by  Survey of Israel.

Which year should be given in the imprint field? The date of the last
revision (1946) or the date of printing (1948)?

If we are giving the last date (1948) can we give Survey of
Palestine as publisher (Survey of Palestine already did not exist in
1948)?

I checked in OCLC, the search according to the keyword Palestine and
keyword Survey and material type map gives 60 results and we
immediately see the discrepancies between entries 19850228 and
19920707.
