As Donna discovered, the survey web page states: "GPO will continue to
follow SOD 71, Dissemination/Distribution Policy for the Federal Depository

This will ensure that maps and other items for which there is no useful
electronic format continue to be distributed in tangible form, even when
they are not on the list of Essential Titles."

Since the survey is based on items with high selection rates, which are
therefore presumed to be of greatest interest to the largest number of
libraries, few maps are included in the top 100 items by library type. That
said, GPO is committed to continuing paper distribution of maps, including
products issued from the U.S. Geological Survey, National Geospatial
Intelligence Agency (formerly known as NIMA, DMA), and the Central
Intelligence Agency. GPO will continue to work with the Cartographic Users
Advisory Council (CUAC) and agency representatives to ensure public access
to geospatial resources, including printed maps.

If there is a map series that you feel should be added to the Essential
Titles list and distributed in a tangible format regardless of any useable
electronic equivalent, please use the survey's "write-in" option.  If the
series has separate item numbers for each state, please use the item for
your state and this will be considered a recommendation for all states in
that series to be considered for addition to the Essential Titles list.

Further clarification is in order now that I have read over the survey and
associated documents.

Reference is made in a couple of places to SOD 71, which is the
Dissemination/Distribution Policy for the Federal Depository Library Program

http://www.gpoaccess.gov/essential/ which is "Additional information about
the survey and the login screen..." states that "GPO will continue to follow

It pays to read the fine print.
