  From /Map Librarianship/ by Larsgaard the formula is 300 flat topo
sheet size maps per 2 inch drawer, if you are using horizontal storage
cabinets.  Less if you need to fold the maps.

     I am hoping the good folks at MAPS-L can help me out.
     We are in the planning stages on how to reconfigure our Maps Library.
     Some of our map case drawers are overflowing and what we need to figure
     out is the optimum number of maps per drawer. Has anyone come up with a
     formula?
     Any help you can give me would be most appreciated.
