 Three suggestions:
1. Rand McNally store (there's one not far from you on Michigan Ave)
2. Map Link (catalog or see the MapQuest.com map store)
3. Omni Resources
 
I think these are likely to give you the most complete coverages.
Universal is getting close, but I think has some significant holes
still. Of the three, I'd suggest MapLink for the widest selection of
publishers.

A map specialty store such as Rand McNally's 3 in the Chicago area would
have many if not all.  You can buy them online at MapQuest MapStore
http://www.mapstore.com (disclosure: I helped develop the store).

Dear Jeff,
 
   Join the AAA and get the maps for "free".  I get a new set every
year with my membership.  This also applies to their guides and maps
of states, as well as the foreign road maps that they provide.
 
   This is just a basic point for map librarians and others who have
maps in their collections, membership in the American Automobile
Association (AAA).  There are offices all across the country and they
have agreements with many overseas auto clubs.  You can usually get
free passport photos, fee free traveler's checks, discounts at hotels,
and many more benefits.
 
   Check it out!
