Because T&R is not one standard grid, but at least a dozen, nation-wide,
with varying start and stop points, correction lines, incomplete grids,
and any number of things, I doubt any such software exists.  Further, the
T&R system is designed to describe *areas* whereas the UTM and Cartesian
systems are designed to describe *points*  Conceptually they aren't the
same animals at all.  I could be wrong on all this, but I'd be surprised.
