Softkey software has a series of road atlas programs selling in the range
$19.95 to $49.95.  I've seen the same program within that range of prices.
 
There is a basic U.S. atlas that's about a precise as paper road maps.
There are also city maps which claim to be able to get you from one
stated address to another.  This is the advertised claim; I've not
tried that program.
 
The city atlas must be used with the U.S. KEYMAP which requires
560k ram and 4.8 meg disk space; city map requirements are additional.
