The BioGeomancer project has an excellent webpage for downloading Country administrative boundaries. The data is in shape file format.

For India the file is available for all three administrative levels: State level (1st), Districts (2nd), and the 3rd administrative level.

Hi:

I'm working with a student in geography who is looking for a shapefile of the Indian state of Punjab by district, although a shapefile of India by district would also work.  He is also interested in located a shapefile showing elevation for the same area.  We've already looked at the Digital Chart of the World and of course the ESRI Data and Maps cd.  Any suggestions would be appreciated!
