Lois Mai Chan's *Cataloging and Classification*, 2nd ed., has the table of
cutters for non-U.S. territories. (Appendix D, p. 441-447)  There does not
appear to be a cutter for Manila, but the Philippines is .P6.

Laura,
 
Until the electronic version of the G-schedule, with accompanying
international cutter list is available, the only couple of things you can do
is to go into OCLC and search for a record of manila that LC has created and
borrow it from that source, or contact the Geog. and Map Division at LC and
have one of the cataloger's look it up for you. I'm replying from home so
don't have LC phone numbers handy, can do tomorrow or Monday if you still
need it.

I use the National Union Catalog, Cartographic Materials as an informal Cutter list.  What I do is check the subjects part of the fiche (for
Manila) and take a look at the short bib. records.  There is a call number at or near the end of each record.  (Sorry, I'm replying from home so
can't check the NUC to see what Manila's Cutter is!)
 
While I was at the University of Washington we were assigning call numbers to uncataloged maps as fast as we could write them onto shelflist
cards.  When I hit an area that was all cities, I went to the NUC-CM fiche and compiled a list of Cutters for that country's cities just by
browsing the subject entries.  Time consuming but well worth it because I knew that I wasn't going to duplicate a Cutter.  But even with my lengthy
list of Cutters in hand, I often found towns that I needed to make up a Cutter for and insert into the appropriate location. Having the Cutters in
hand in advance gave me some idea of what cities and towns I might possibly find in my collection so I could assign the extra Cutters as needed
with some confidence that they'd fall into alphabetical order without having to juggle everything else around.
 
For a more formal list -- I think that MAGERT might have Latin American Cutters but I'm not 100% sure.
