Nancy,
There were a number of papers (and displays) on tactile mapping presented
at the ICC in Cologne earlier in the month. You might like to look at the
proceedings if you can get hold of them.
 
The obvious person for you to contact is Andrew Tatham, Map Librarian (I
think) at the Royal Geographical Society, 1 Kensington Gore, London SW7 2AR,
England (no e-mail that I know of but there may be). Andrew is, or was,
convenor of the Tactile Mapping group of the International Cartographic
Association. So, if anyone can point you in the right direction, I would
think it were he.
