Yes, You have to download an ArcInfo SDTS utility from ESRI's web site
and put the SDTS extension under /bin folder of your ArcInfo installation
and use "sdtsimport" command in ArcInfo. The SDTS manual is also
available at the ESRI's web site.

The tricky part:  since you will get whole bunch of files after
you unwrapped the data file, but these files all have the same file name
with different extensions, when you type "sdtsimport filename" don't
include any of the extensions.

Once SDTS utility is in your bin, you should be able to find help for
"sdtsimport" command. Follow the examples, it will be a lot easier.

If you have ArcView 3.2, it's got sdtspoint2arc.exe and
sdtsraster2grid.exe in its bin32 folder. Check under help for detailed
instructions.
