I don't have the time to check this right now, but in my last GIS class here in the SIS program at UTK under Dr. Wade Bishop, we used the following resource for historical boundaries:   http://publications.newberry.org/ahcbp/usingatlas.html

Subject: historical GIS files for Poland?

A scholar here is looking for free (or low-cost) GIS boundary files for historical Polish administrative divisions, specifically for [1] Poland under the Partitions (1795-1806); [2] Poland under Napoleon (1806-1812); [3] Polish during the Polish kingdom period (1815-); [4] Interwar Poland (1918-1939); and [5] Communist Poland (or Poland between 1945 and 1998 [when the Communist boundaries were changed]).

I'd be enormously grateful for any suggestions.
