Aha, the minute I sent that email I found the date, 1970. The group was
founded at the Moscow conference of IFLA,and this info was in the first
edition of the World directory of map collections produced by this group in
1976.


I am still interested in a bit of information about the history of the
group. I believe the website does not take the minutes back to 1970, but I
will check that again...
