In OCLC's WorldCat, you always have the option of using an existing
record and editing it locally for your own use.  OCLC's recommendations
about how to deal with non-English Language of Cataloging records can be
found in Bibliographic Formats and Standards 3.10, "Parallel Records for
Language of Cataloging"

Additionally, OCLC recently offered several Webinars on the topic of
Parallel Records.  One of those Webinars was recorded and is available

Subject: Cataloging question for U.S. Map catalogers

Hi Everyone,

I have a question for U.S. catalogers. When you run into those records
out in OCLC that were created by a German, Dutch, Scandinavian, etc. -
non-English, non-AACR2 library - how do you handle it?   Do you edit and
copy catalog or do you start from scratch and create an original?
